Jenny O’Brien, founder of Public Worker Bee, has a passion for helping Public Works agencies solve problems.

As a Lead Evaluator for APWA Accreditation Program, and a former Accreditation Manager, she sees first-hand where leaders struggle and where they show excellence, bringing that broad perspective and wealth of knowledge to benefit her clients.

Jenny is a Certified Public Manager with over 10 years of public sector experience, most recently as a Management Analyst with the City of Lawrence, Kansas. Jenny has first-hand experience with post-merger change management, developing highly effective management practices that got everyone on the same page.

Through her work as a member of APWA’s Leadership and Management Committee, she helped to re-write the APWA Ethics course, roll out the new Supervision, Management, and Leadership Frameworks. Catch her presentation at PWX 2026 in Houston!
